1. FESTIVAL DEL CINEMA AFRICANO EDIZIONE 2007
****************************************************
Siamo arrivati alla sesta edizione del nostro festival del cinema africano che quest'anno sarà nelle date del 27, 28 e 29 marzo. Come nelle edizioni passate lo faremo in collaborazione con il COE di Milano. Le proiezioni avverranno tutte presso il Cinema Dorico ad Ancona in via delle Grazie 108 e e si terranno alle ore 21.30. Come sempre durante il festival si potrà partecipare ad un workshop sulla cinematografia africana tenuto dai registri presenti alla rassegna.

Venerdì 30 marzo alle 21.30 presso il Circolo Africa verrà presentato il volume appena pubblicato di Daniele Barbieri dal titolo "Di futuri ce n'è tanti. Istruzione per uscire da un presente senza sogni". Sarà presente l'autore che con l'accompagnamento di Gabriele Pesaresi al contrabbasso ci permetterà di fondere assieme jazz e lettura.

3. SCAMBIO GIOVANILE SULL’INTERNET RADIO
************************************************************************
La nostra associazione ha organizzato uno scambio giovanile dal titolo "Youth Exchange through music and Internet Radio". Da 6 al 13 Aprile 2007 ad Ancona. 
L’idea è nata durante un Contact Making Seminar in Germania organizzato nel mese di Settembre scorso. In collaborazione con cinque paesi (Germania, Portogallo, Romania, Slovacchia e Grecia) abbiamo deciso di organizzare questo scambio internazionale. 
 
Lo scopo principale del progetto è l'analisi del rapporto dei giovani con l'industria musicale odierna. Intendiamo includere la musica commerciale e altri generi differenti come il rock e la musica classica. Ciò contribuirà a migliorare la comprensione dei giovani dei tipi differenti di musica. L'esperienza pratica sarà fornita, tramite visite agli studi di registrazione, ai negozi musicali, alla scuola di musica e alle università. I giovani inoltre potranno raccogliere le informazioni a livello più tecnico, scoprendo come fare per aprire una radio su Internet, che utilizzeremo in futuro in un progetto a cui stiamo lavorando.

4. CONCORSO FOTOGRAGFICO

Stiamo organizzando la festa dell’Europa che si terrà il 9 maggio 2007, in occasione dell’anniversario del Trattato di Roma del 1957. Si prevede un seminario nel quale si discuteranno le opportunità offerte dall’Unione Europea ai giovani ed il percorso effettuato dall’Unione nell’arco di questi 50 anni. Poi è prevista una serata con aperitivo e concerto. Invitiamo tutti voi  a partecipare alla preparazione di questo evento inviandoci foto che possano descrivere, secondo voi, l'europa e il processo di integrazione dell'UE dal punto di vista dei giovani. Nell'occasione si intende premiare la migliore foto o foto collage con un viaggio per due persone in una capitale europea per tre giorni e due notti.

6. SVE NELL TERZO MONDO
********************************************
Il nuova programma di Gioventù offra cooperazione con “altri paesi partner nel mondo”. 
Questa azione mira a sostenere progetti che promuovono la cooperazione tra i paesi partecipanti al programma (Paesi di UE, Sud Est Europa e dal Est Europa) e tutti altri paesi del mondo con confinanti con l’Unione europea (paesi dal EuroMed).
Obiettivi di questa cooperazione nel campo del lavoro giovanile e della politica della gioventù sono:

Scambi di esperienze e di buone pratiche nel campo della gioventù e dell’istruzione non formale;
Sostegno alla formazione e allo sviluppo di organizzazioni giovanili e di singoli che operano nel campo dell’istruzione dei giovani e dell’istruzione non formale;
Sviluppo/rafforzamento di partnership e di reti fra organizzazioni giovanili;
Sostegno alla cooperazione tematica in campo giovanile tramite scambi multilaterali e bilaterali. 

La priorità di Unione ai progetti che coinvolgono i paesi dell’America Latina, dell’Africa, dei Carabi e del Pacifico e dell’Asia.
Le candidature ammissibili vengono esaminate sulla base dei criteri di ammissibilità e di assegnazione fissati negli inviti a presentare proposte. Le priorità tematiche e/o regionali saranno fissate annualmente attraverso gli inviti a presentare proposte.


I meccanismi di sovvenzione e le regole di finanziamento verranno definiti nel testo dell’invito a presentare proposte.
I beneficiari vengono selezionati sulla base degli inviti a presentare proposte annuali. Per ulteriori informazioni sui moduli di candidatura e sui termini, consultare il sito web della Commissione o rivolgersi all’Agenzia esecutiva istruzione, mezzi audiovisivi e cultura a Bruxelles.

7. THE FUTURE OF THE EU CONSTITUTION
************************************
The Constitution of the EU was developed in order to reflect the will of the citizens and the States of Europe to build a common future. This Constitution is there to establish the EU as a union of countries with common objectives and a common aim to protect and attain them. It is also there to assemble the values of the Union on which it was found and build.
However the draft European Constitution was rejected by both the French and the Dutch referendums in 2005. Since then the status of the Constitution is on hold. 
The EU has put the issue of reform again on its agenda and now Germany, during its six-month presidency of the EU in the first half of 2007, is determined to put it back on track. The Constitution has been finally ratified by 18 of the 27 member states. But it cannot come into force unless it is ratified by all 27, and two have rejected it. 
At the moment, there are two options that exist- either to try with the old version draft or to develop a new one. However sticking to the original text, there is a very high chance that France and Netherlands will reject it again, since they already did the first time. On the other hand if a new text is drafter, the ratification process will start again from scratch, and it could take years to put it back together with agreed compromises that were problematic the first time round.
There is also another problem, and this is that some of the member states do not want to have a Constitution at all, for example the British and the Dutch governments, together with the unenthusiastic Polish one. There are high hopes that the German presidency will be able to push the matter further and try to convince the members’ governments to encourage the public more towards the ratification of the European Constitution. Also a lot depends on the outcome of the presidential elections in France, since the new president may actively seek a solution to the problem and provide some concrete back-up. The EU can continue to function on the basis of the existing treaties without a Constitution. However, those treaties provide for an EU of no more than 27 States. So this means that either the enlargement will have to stop, which goes against the EU’s values, or the treaties will have to be amended, which may lead to some disturbances and years of work since the EU now is much bigger than it was when those treaties were created. 
The most important issue in this context is the question “Why” was the Constitution rejected in France and the Netherlands. 
One major potential reason is fear, fear of the tight and rapid integration that is taking place within the EU and the lose of national sovereignty. Many voters believed that the constitution would create an ultra-free market economy within the EU and this would lead to their countries giving up too much independence to the EU. Furthermore, the Dutch government mostly rejected it because of concerns about the place of the Netherlands in an enlarged EU, fearing the effects on a smaller member state. The new goal on the agenda of the EU is to have all members ratify the new treaty. The Constitution is there to protect the values of the EU and there is no place for sceptics. The new treaty has a lot more to offer and it is aimed to enforce the principles of the union, there is no place for fear, since the process of globalisation and integration of the European nations has entered its most dynamic phase since its foundation.

Европейската Конституция е родена с цел да брани общата идея на Европейските народи да градят своето бЪдеще заедно. Конституцията е изградена така че да сЪхранява ЕС като един сЪЮз от страни с общи цели и една обща цел да ги пазят и осЪществяват заедно. СЪщо така да сЪдЪрЖа всички ваЖни визий на ЕС, вЪрху които е бил открит и построен.
На пЪрвия референдум през 2005, конституцията обаче не беше одобрена от Франция и Холандия. Това попречи за бЪдещото и развитие.
ЕС отново отвори темата и сега Германия, която е президент на ЕС за следващите 6 месеца, е ентусиазирана да помогне с постигането на споразумение с този вЪпрос.
Конситуцияата е одобрена от 18 от 27те членове на ЕС. Но за сЪЖаление не моЖе да влезе в сила докато не бЪде одобрена от всички 27 членове, за сега две дЪрЖави не са я одобрили.
В момента, сЪществуват два варианта за действие- да бЪде направен още един опит с стария вариант на констотуцията или да се инициатира нов. Обаче, ако се направи нов опит сЪс стария вариант, има голям шанс че франция и Холандия няма да я приемат, тЪй като вече са я отхвЪрлили веднЪЖ. От друга страна, ако се развие нов вариант, утвЪрЖдаващия процес ще започне отначало, което ще отнеме много време и моЖе да отнеме години да премине през всички ЕС дЪрЖави докато се отвЪрди.
Има и друг проблем, някой от останалите членки не са сЪгласни с идеята за обща конституция, например: Британия, Холандия, заедно с малко ентусиазираното Полско правителство.
В момента има големи надеЖди че Германското президенство на ЕС ще успее да  убеди правителствата на членките на ЕС да ускорят удобряването на Европейската Конституция. СЪщо така е много ваЖен резултатЪт от президентските избори в Франция, тЪй като новия президент моЖе да покаЖе добЪр подход за бЪрзото разрешаване на проблема и да предлоЖи активната си подкрепа. ЕС може да продЪлЖи действията си бЪрху сЪществуващите договори без конституция. Но, тези договори обеспечеват ЕС само до 27 членки. Това означава че, или разширяването на сЪюза трябва да спре, което се противопоставя на идеалите на ЕС, или договорите трябва да бадат променени, което пЪк от своя страна ще доведе до много проблеми тЪй като ЕС е доста по голям от колкото когато тези договори са били сЪгласувани.
Най ваЖния вЪпрос е "Защо" конституцията беше отхвЪрлена вЪв Франция и Холандия.
Една ваЖна причина е Страх, страх от бЪрзата и перманентна интеграция която е обхванала ЕС и загубата на националната независимост. Много от гласуващите вярват че конституцията ще доведе до прекалено отворена и приобщена пазарна икономика, което от своя страна ще доведе до голяма загуба на национално суверенство. Още повече как това се отразява на по малките страни, като Холандия например, и това е една от причините те да отхвЪрлят конституцията.
Ново предизвикателство за ЕС е да успее да склони всички членки да одобрят Конституцията. Тя е поставена да защитава идеите на ЕС и неговите страни членки и не сЪществува място за скептици. Тази Конституция има много повече да предлоЖи на Eвропейските страни от предишните договори, на които ЕС се крепи до момента. Тя е сЪздадена за да поддЪрЖа най ваЖните за Европа принципи и да обедини и подготви страните за бЪрзо настЪпващата глобализация, тЪй като вече е наблезла в най динамичната си фаза и не моЖе да става вЪпрос за врЪщане назад.

8. ORGANISED CRIME IN BULGARIA

One of the toughest problems on the Bulgarian parliamentary agenda has been fighting with the organised crime within the country, which has now been thriving for more than 10 years. 
Since the economic depression between 1995 and 1997, in the country were developed many organisations, which used the moment to make great sums of money. They also managed to influence the government and connect with many important political bodies at the time to seize control of the decision processes within the country.
Now Bulgaria is an official member of the EU, but the organised killings between “small and big” individuals within the hierarchy of so called “dirty capital” dealings are still going on. Yet another one happened just yesterday. Bulgaria is on the spot as the country with the highest rates of organised crime within the EU. The main victims of the crime related deaths are: smugglers, extortionists and drug dealers, which points to a possible killing between themselves. However in 2005, one of Bulgaria’s biggest businessmen was shot dead while he was being driven to work in Sofia - Emil Kyulev, one of the richest men in Bulgaria. This and other similar organised killings previously signal for a more serious and deep motive for these events. Due to the weakness of the judiciary system to deal with the crime in the country,  corruption and connections between the people working within the system and the ones being killed, one theory is that those killings are in fact planned and well thought fiercely under the close eye of some higher institution taking care of this problem on its own way. It has been spoken of the government being behind it, considering the police has not really done much to investigate who is behind the killings in the larger sense. Other theories suggest that it is simply a war, war between the influential members and owners of the so called “economic groups” that existed and some of them still operating, since the fall of communism. They mostly arose from stealing cars and shaking down small businesses. Today they reign unchallenged over huge swaths of the Bulgarian economy, because they were actively involved in large-scale privatizations of state assets during and after the economic crisis, such as tourism, the food and beverage industry, oil and gas trade, cigarette sales, and agriculture.
How should we think of organized crime in today’s Bulgaria? First of all, it has no centuries-old tradition like the Italian Mafia. Neither are its origins traceable to the traditional Russian system of the “thief-within-the-law”, which persisted throughout the entire Soviet period. 
It does not have the ethnic flavour common to the Chechen and Georgian mafias, nor is it structured around kinship networks, as is Albanian organized crime. What is special about organized crime in Bulgaria is the way it was created by the “transitional state.” Three easily discernible types of individuals inhabit the vast Bulgarian organized crime network: former athletes, state security agents (especially those who had access to classified information about the socialist economy, namely ex-police officers), and members of the former communist nomenklatura. They now wash their dirty money through the most important sectors of the economy, one of each is the Tourism. Most of them united in a large team organisation, called TIM. It consists of those who managed to survive “between the bullets” of the mass of killings and now have set up large hotel complexes and holiday resorts on the Black Sea as kind of “money laundry” to wash their money gained in various ways running the gamut from trading in hard currencies to prostitution. 
However, as they are vastly developing the tourism and property business within the country, nobody knows what Bulgaria actually gains from it, since everything is owned by the same individual, institution, team group. It is a vicious circle, a group that operates “legally” as a legitimate investor, a massive group consisting of what is left from their predecessors. Nobody can touch it, because it involves an ex-cop an ex-politician an ex-somebody that ravishes under the immunity of someone else in the current government, judiciary, party, intern and so on - "Organized crime is not an entity - it's a way of doing business".

9.  DISOCCUPAZIONE E SEGREGAZIONE URBANA
******************************************
La segregazione urbana è un fenomeno osservato a diversi livelli in tutti i grandi agglomerati urbani. Secondo il modello standard dell’economia  urbana, la segregazione si produce spontaneamente nel momento in cui degli individui in concorrenza tra loro per l’occupazione del suolo si mescolano nello spazio a seconda delle loro capacità di pagare un affitto. Non è dunque difficile constatare una forte concentrazione di disoccupati in determinate aree urbane o in certi quartieri. Sarebbe riduttivo considerare la concentrazione della disoccupazione in determinate aree come causata esclusivamente da una selezione spaziale. In realtà la teoria economica si interessa da molto tempo ad una causalità inversa che studia come l’organizzazione spaziale delle città possa avere un ruolo nel funzionamento del mercato del lavoro, in particolar modo, esacerbando la disoccupazione nei quartieri svantaggiati. Due spiegazioni sottolineano le interazioni tra struttura delle città e disoccupazione urbana. La prima evidenzia gli effetti dovuti ad una scarsa connessione fisica alle opportunità di lavoro mentre la seconda si sofferma sul ruolo esercitato dalla segregazione residenziale.
La prima teoria, nota anche come teoria dello spatial mismatch, suggerisce che la distanza fisica dalle opportunità di lavoro esacerba la disoccupazione delle popolazioni più fragili. A sostegno di questa prima teoria sono stati avanzate molte argomentazioni, una delle quali afferma che poiché i disoccupati risiedono distanti dai luoghi di impiego potrebbero rifiutare determinate offerte di lavoro se il costo dei trasporti fosse sproporzionato rispetto ai salari proposti. Un altro meccanismo considera che l’efficacia della ricerca di un impiego può risultare decrescente in modo inversamente proporzionale alla distanza dalle opportunità di lavoro. Questo può essere dovuto alla difficoltà di avere accesso alle informazioni riguardanti il mondo del lavoro. Inoltre le imprese potrebbero essere reticenti ad assumere individui residenti in zone troppo lontane dal luogo di lavoro. Altre ricerche si sono interessate al ruolo giocato dalla segregazione residenziale e più in generale agli  effetti dovuti dalla qualità dell’ambiente sociale sulla disoccupazione. Da queste ricerche emerge come gli effetti locali possano avere degli effetti diretti sul mercato del lavoro ma anche indiretti frenando l’acquisizione del capitale umano e favorendo lo sviluppo di comportamenti devianti tali da deteriorare “l’impiegabilità” degli individui. La debolezza dei legami sociali di coloro che risiedono nei quartieri in difficoltà può ridurre le opportunità di entrare in contatto con le informazioni riguardanti le offerte di lavoro, è infatti noto come una parte importante degli impieghi si trovi attraverso contatti personali, quindi una concentrazione spaziale di disoccupati riduce le opportunità di entrare in contatto con persone che possano trasmettere informazioni sulle offerte di lavoro o mettano in contatto direttamente il disoccupato con il proprio datore di lavoro.
Un’altra conseguenza dovuta alla segregazione residenziale è la stigmatizzazione dei quartieri. I datori di lavoro possono mettere in atto una discriminazione che gli economisti qualificano come “territoriale” assumendo più difficilmente abitanti di quartieri sensibili, sia per una vera e propria scelta discriminante sia perché percepiscono questi abitanti meno produttivi.   
Si innesca, dunque, un circolo vizioso per cui coloro che risiedono nei quartieri svantaggiati non hanno accesso al mondo del lavoro; la condizione di disoccupazione persistente erode progressivamente le loro qualifiche relegandoli alla fine delle file di attesa agli sportelli delle imprese. Queste file d’attesa non funzionano però secondo il criterio di precedenza garantita ma rispondono alle logiche di selezione delle imprese stesse. Gli individui stigmatizzati, concentrati (per ragioni imperativi di costi) in determinate aree, ove i tassi di disoccupazione sono molto superiori alla media nazionale e i posti di lavoro meno remunerati, percepiscono di avere possibilità sempre più scarse di integrarsi negli spazi sociali, che sono quelli del lavoro, della scuola e delle strutture collettive. E alcuni sono tentati da forme di integrazione sostitutiva che in qualche modo convalidano la loro segregazione. Per il problema della segregazione urbana non esistono risposte chiavi in mano. Il problema da cui scaturisce questo fenomeno risiede principalmente nella scarsità dei posti di lavoro ma poiché per loro natura risultano in numero minore rispetto a coloro che vogliono accedervi, la nostra società civilizzata ha involontariamente creato dei “ghetti” dove mandare le persone in eccedenza. Ma in questo modo si è maggiormente ampliata la distanza tra coloro che cercano lavoro e le opportunità del mercato. Ogni epoca storica è stata caratterizzata dall’esistenza di quartieri ricchi e quartieri poveri ma la segregazione subentra solo nel momento in cui la mobilità tra queste realtà è resa difficile o quasi impossibile. Per ridurre gli effetti devastanti di questo fenomeno risulta quindi necessario operare tutte quelle misure efficaci al fine di restituire dinamismo alla società. E soprattutto impegnare tutte le energie disponibili affinché la disoccupazione non venga percepita come naturalmente endemica alle società con la conseguenza di rendere accett�Chômage et ségrégation urbaine

La ségrégation urbaine est un phénomène observé à divers degrés dans toutes les grandes agglomérations. D’après le modèle standard de l’économie urbaine, la ségrégation se produit spontanément lorsque des individus en concurrence les uns avec les autres pour l’occupation du sol se trient dans l’espace en fonction de leur capacité à payer un loyer. Il n’est donc pas étonnant de constater une forte concentration des chômeurs dans certains communes des aires urbaines ou dans certains quartiers des villes. Cependant il serait réducteur de considérer que la concentration spatiale du chômage résulte seulement d’un tri spatiale. En réalité la théorie économique s’intéresse depuis longtemps à une causalité inverse qui étudie la façon dont l’organisation spatiale des villes peut avoir un rôle sur le fonctionnement du marché du travail et, en particulier, exacerber le chômage dans les quartiers défavorisés.
Deux grands types d’explication soulignent les interactions entre structure des villes et chômage urbain. Le premier met en avant les effets d’une mauvaise connexion physique aux opportunités d’emploi tandis que le second insiste sur le rôle joué par la ségrégation résidentielle.
La première hypothèse, connue comme celle du spatial mismatch, suggère que la distance physique aux opportunités d’emplois exacerbe le chômage des populations les plus fragiles. Un des premiers arguments avancés est que les chômeurs résidant à distance des lieux d’emplois pourraient refuser les offres d’emploi qui leur sont faites si les coûts de transport associés sont disproportionnés au regard du salaire proposé. Un autre mécanisme considère  que l’efficacité de la recherche d’emploi peut être décroissante par rapport à la distance des opportunités d’emploi. Cela peut être provoqué par manque d’information sur les offres disponibles. En outre les entreprises pourraient être réticentes  à embaucher des individus qui résident trop loin du lieu de travail. D’autres recherches se sont intéressés au rôle de la ségrégation résidentielle et plus généralement de la qualité de l’environnement social sur le chômage. De ces travaux émerge que les effets locaux peuvent jouer de façon directe sur le marché du travail mais également de façon indirecte en freinant l’acquisition de capital humain ou en favorisant le développement de comportements déviants qui détériorent l’employabilité des individus.
La faiblesse des réseaux sociaux des individus résidant dans les quartiers en difficulté peut réduire les opportunités de prendre contact avec les informations concernant les offres de travail ; en effet on sais qu’une part importante des emplois  est trouvée  par des contacts personnels, donc la concentration spatiale des chômeurs réduit les opportunités de rencontre avec des personnes employées pouvant transmettre des informations sur les offres d’emploi ou les recommander directement auprès de leur propre employeur.
Une autre conséquence de la ségrégation résidentielle est qu’elle aboutit à une stigmatisation des quartiers. Les employeurs peuvent pratiquer une discrimination, que les économistes qualifient comme « territoriale », en embauchant plus difficilement des habitants des quartiers sensibles, soit parce qu’ils pratiquent un choix discriminant, soit parce que ils perçoivent ces habitants comme moins productifs.
Cela produit un cercle vicieux, donc les résidants des quartiers en difficulté n’ont pas d’accès au monde du travail ; la condition de chômage persistant réduit progressivement leurs qualifications en le reléguant à la fin des listes d’attente des entreprises. Ces listes d’attente ne fonctionnent pas selon l’ordre de présentation mais répondent aux critères de sélection de ces mêmes entreprises.
Les individus stigmatisés, concentrés (pour raisons économiques) dans des zones précises, où le taux de chômage est supérieur  à la moyenne nationale et les emplois moins rémunératifs, perçoivent d’avoir peu de possibilités d’intégration dans les espaces sociaux, qui sont le travail, l’école et les structures collectives.
Certains sont tentés par des formes alternatives d’intégration lesquelles d’une certaine façon renforcent leur ségrégation.
En ce qui concerne le problème de la ségrégation urbaine il n’existe pas de réponses clefs.
Ce phénomène naît du manque d’emploi, en effet il y a moins de possibilité de travail par rapport au nombre de chômeurs, c’est pour cette raison que la société a crée involontairement des « ghettos » où envoyer les personnes en surnombre. Mais de cette façon la distance entre ceux qui cherchent du travail et les offres du marché s’est élargie. 
Chaque période historique est caractérisée par l’existence de quartiers riches et de quartiers pauvres, mais la ségrégation naît au moment où la mobilité entre ces réalités devient difficile et presque impossible. 
Pour réduire les effets dévastant de ce phénomène il faut, donc, opérer affin de restituer du dynamisme à la société. Et surtout mettre à l’œuvre toutes les énergies pour que le chômage ne soit pas perçu comme endémique à la société  ayant pour conséquences  de rendre acceptable les discrimination  du à l’adresse de résidence.
